Court consider that the interests of the College would

be best served by an annual grant-in-aid, and I am

directed to renew the application to the Goverment in

that form. In doing so, I beg permission to place before

His Excellency a brief resume of the history and present

position of the Institution.

The College was founded in 1887,

largely through the energy and enthusiasm of Dr. Manson,

the late Reverend Dr. Chalmers, the late Dr. William

Young and Dr. Cantlie, for the purpose of teaching

Medicine, Surgery and Midwifery in all their departments,

especially to Chinese. It has had its headquarters in

the Alice Memorial Hospital, most of the students having

been resident in that and the affiliated Nethersole

Hospital. Necessary books, models, and other teaching ap-

pliances were purchased from funds provided by a grant

of $1,000 from the Directors of the Tung Wah Hospital,

with certain contributions made by gentlemen interested

in the project. The fee for students was fixed at $60 a

but at first many of the students had to be admit-

ted free, and after a time it was permanently reduced to

$40.

Two scholarships of $60 a year, known

as the Watson Scholarships, were established by the late

Mr. J. D. Humphreys for a period of ten years, but the

sudden death of that gentleman without a renewal of the

arrangement
